Though the ruler of Ba Sing Se, titled as the Earth King or Queen, is the official overall leader of the Earth Kingdom, the country functions as a sort of confederation, with individual states, provinces, and cities given a great deal of autonomy. Outside of the cities, the central government has little influence. Furthermore, the Earth Kingdom has no unified system of laws, with each region having its own legal code. These territories do, however, provide support and troops to the Earth King whenever necessary and the military functions as a unified body. In 174 AG, after Kuvira's defeat at Republic City, King Wu decided he would abolish the monarchy in favor of independent states with a democratically elected government akin to the political situation of the United Republic of Nations.

Government in the rest of the nations SOUTHERN WATER TRIBE: at the beginning it was also a confederation with an overall chieftain . in the legend of korra it became a federal state with a council of chieftains serving as ruling body, along with a ceremonial chief NORTHERN WATER TRIBE: the chiefdom in Northern tribe is related to a monarchy, with the chief being kind of a king, tho he has an advising council formed by master waterbenders. FIRE NATION: the fire islands are all commanded by an autocratic fire lord,along with the military. AIR NOMADS : the air nomads dint have a formal government, but each temple being lead by a ecclesiastical ( religious )council of elders formed by the monks. recently In the legend of korra the new air nation has a pseudo-ecclesistical system, not having a formal head but a respected individual ( normally a spiritual leader ). OOF. IT TOOK ME ALL THE TIME OF THE WORLD 😀😀😀😀

Why would a Monarch transform his nation from a Monarchy that keeps him in power to a democracy, effectively giving up everything he has, instead of transforming it in to a Constitutional Monarchy or the Monarchical version of a Democracy which is a "Federal Monarchy... Literally he could have made it a Federal Monarchy which is a Democracy just with a King still. If he would have just done that he would have accomplished his goal of both giving the people a right to elect their leaders and vote, make the Earth kingdom a sub-type of democracy, and still kept his crown and even some powers.
