Aside from Pestage and Moore, very few of Palpatine's inner circle appear to have been briefed on his various contingencies -- witness the flailing that Ars Dangor and Mas Amedda do by comparison in the wake of the Battle of Endor. (It's harder to tell if Ysanne Isard knew, though some of her actions make more sense in the context of her knowing of Palpatine's resurrection, with the localized Krytos plan of poisoning the capital replacing the wide-scale Operation Cinder.) Much of the Privy Council appears to have viewed the fact that no constitutional mechanism was ever put in place for a succession to the Galactic throne as an oversight, which is why some elements of the Legitimist wing thereof searched for the next dynast from Palpatine's surviving family (settling on a minor grandniece). The twofold plan of ending the ongoing Civil War and the succession crisis never got very far, however.

Thrawn is the leader the Empire needs to be not only in control but run the galaxy in the most rational way possible. Without all the Sith's need for cruelty the Empire could have been great.

Against? He likely would adopt it (along with augmenting it with deep-cover units of clones made from the best possible templates the Empire could provide) as a tertiary backup plan should both Coruscant and Bastion fall to outside invasion.

It appears to be conjectural (that is, of the channel's invention), though it could easily fit into established lore at multiple points. I personally am considering it as an acceptance speech to local forces after being appointed Fleet Executor by the Imperial Privy Council which had retreated to Orinda after the taking of Coruscant. Whether he is speaking to their forces alone or to confederal units of the adjacent warlord factions such as the Pentastar Alignment cannot be certain, but one can see why Ackbar and Cracken spoke of a unified Empire even if Thrawn's primary fleet was nowhere near the size one would expect of same, as the Corey's Datapad channel has noted and gone into.
