Underwater nukes can generate waves, but not tsunami-type waves. Ask a geologist who understands the amount of volume and power needed to generate an actual tsunami....way more than even the biggest nukes can create. The bigger threat is the nuclear radiation and the polluted water, which would ultimately harm everyone on the planet, Russia included.
