By having a monster chasing Dipper or Bill conjuring things from nightmares, it makes the calm moments so much sweeter. Plus, it really sells the authenticity of the world. Like in Weirdmageddon, having Bill swap Mr. Northwest's face around _sold_ how powerful Bill had become. Or how he turned into a monster to chase the kids reinforced how twisted he was; he _knows_ he's powerful, he _knows_ the Pines know he's powerful, and he _knows_ the Pines already fear him, but he goes the extra mile to frighten himself up for the kids.
