Those are just scotchbrite pads and they have different levels of roughness like sandpaper. They use different colors to distinguish roughness.

Took a plastic drink cup, cut it with the sawzaw, took a bold and nut I had laying around and drilled a hole through the cup, same product but for free. Put it on my drill press with more torque than any hand drill out there and used 36 grid sandpaper. Went though 75 balls in one hour all like new and grippy.
