Many years ago I had a 1974 Mazda RX 2 or 3 and the tips of the rotors lost compression, while I was waiting for my new motor the mechanic said to dump some oil down the carb to build pressure and that worked. Nice! Did you try to mount the front mud guard backwards before you sliced it into pieces? And, for the top end splutter, more air. Air box with a breathing filter. The current filter is good for 8K on a good day, after dusting it 6,5K, maybe. To get to 10K, some porting and jetting and a decent size airbox is reguired, adding some trumpets inside it also helps. Also, pre-mix. it is basically a 2-T after all. Additional dust cover over the front accessory assembly will give the setup noticeably more miles.

If the engine is mounted level the carburetor will be sitting at a 8ish degree forward angle because of how the engines are mounted in the stock car.
