The identical twin brothers are Elliott and Luke Tittensor. During the filming of season 1 of HotD, Elliot, who played Erryk Cargyll, had a covid scare, so Luke, who played Arryk, stood in and shot some scenes as Erryk. (To further confuse things on set, the actor who played Luke /Lucerys is also named Elliot.) However, the Lannister twins on the show (Tyland & Jason) are played by one actor, Jefferson Hall.

Yes, Viserys did indeed replace Otto as Hand of the King last season. He gave the title to Lord Lyonel Strong, father of Harwin - (semi) secret father of Rhaenyra's children - and Larys. Otto was reinstated after Larys burned his family at Harrenhal. And the twins are actually real life twins, yep, unlike the Lannister twins, who I believe are played by one guy.

There are two burning cities in the tapestry: the first is Old Valyria meeting it's doom. The second is indeed Harrenhall, but those events are in the past. Harrenhall was built by Harren "the Black" Hoare before Aegon's conquest. House Hoare was originally from the Iron Islands, but Harren's grandfather raided and conquered the Riverlands (which, incidentally, is why the Riverlands don't count as one of the Seven Kingdoms). Harren meant for Harrenhall to be a monument to his house's strength. He stripped the Riverlands of resources, pressed its people into slave labor, and hewed down many groves of weirwood trees to make the castle. It is far-and-away the largest in all the Seven Kingdoms, more a fortified city than castle...and after decades of construction, Harren completed it right before Aegon invaded. When Aegon reached the Riverlands, Harren and his house retreated into Harrenhall, knowing full well that no army could seige it. But Aegon, riding Balerion the Black Dread (the giant dragon who's skull is in the red keep) set the castle aflame with dragonfire, melting its great towers and killing all of House Hoare within. A curse sits on Harrenhall. Some say for the souls burned into the melted walls, others say for the slaves who died to raise the castle, and others still say for all the weirwoods chopped down for timber. Those of a less superstious mind will instead point to the monumental financial and time costs of holding the massive keep, it's lack of wealthy lands for income, and it's militarily strategic location, which makes it among the first castles seiged in any war. But one thing is certain: every house which has taken Harrenhall for its seat has met a harrowing end. And so it stands as a monument to Targaryen power, a somber symbol of what dragons are truly capable of when they ride to war, and a reminder of the fool who thought he could fend off dragons with stone.

I honestly have no sympathy for Otto at all during his scene with Criston and Aegon. He has no right to whine and whinge about the current state of affairs or speak kindly of Viserys now. Because this, all of this, is his fault! He orchestrated all of this, he created this monster (Aegon), now he and everyone else will have to suffer the consequences. But what really frustrates me is that Otto takes no responsibility for the (fairly huge) part he played in this mess!
