The way I see it, you can't turn a character into a top tier. They either are or they aren't. Doesn't matter if they need tech no one knows about yet, doesn't matter if no high level player has made them their favorite, nothing really matters except the designed capabilities and limitations of the characters. And that can only fully be known retroactively. Most tier lists are just opinion and observation pieces of individuals. A lot of them are based on nothing at all. But higher skilled players are more likely to at least have good reasons for their placement of characters. There are certainly situations where a character has one absolutely broken aspect that allows them to perform far higher than they should, and I do think it's healthy for those aspects (like infinites) to be balanced out when possible even if the character isn't even over performing with that aspect. It makes room to address their weaknesses. Also, fuck yeah Armored Core 6 shirt.

top tier is only what we assume to be top tier, therefore you can make a character top tier by playing a character at a more optimal level to make it stronger than whats initially assumed

You're looking at it from a purely mechanical-based perspective. I think most people look at it from a meta-based perspective, IE: who is dominating the queues most recently. I think both perspectives are valuable in assessing a character's strength.

Well he has to land Batbomb first then in 5 seconds get you to the top of the screen for it to kill, compared to superman hitting you into the air with an armoured move then grabbing you and boom you're dead isn't the same. Superman doesn't need to kill at the top of the screen he can kill from the floor with damn near all his moves
