To the best of recollection, on 06/17/2021 at 1500 hours, I was traveling on Victory Drive east of Martin Luther King Jr. Blvd. I then heard the same officer come over our channel again and state that they were trying to get us the direction of travel and that they were headed north on Ogeechee Road passing Cottonvalle Road. I figured out that the vehicle being pursued was probably not going to be the same stolen vehicle from earlier, but I was still not 100% sure of that. I came down Victory Drive to Ogeechee Road. I made a U-turn at the 37th Street Connector and began to head south on Ogeechee Road. I came over Stiles Road and could see a long line of blue lights traveling north on Ogeechee Road. I traveled south and came to the overpass of I-516. I could see a marked unit with blue lights on just sitting there. I figured that the officer was blocking the intersection to keep traffic clear of the violator. I saw the lead patrol car with blue lights activated and figured that was the right vehicle. I made a U-turn right behind the vehicle and verified the vehicle number was 8001. The driver was later identified as Jacob Anthony Palmer through Virginia. Mr. Palmer ran through the red light at the I-516 westbound off ramp and proceeded north on Ogeechee Road. Mr. Palmer then ran up behind another vehicle at Mills B Lane and began to follow the vehicle too closely. Mr. Palmer then swerved between that vehicle and another vehicle and eventually struck the curb on the right and ran off the roadway into the grass. I followed the vehicle over the curb and into the grass thinking the violator may ditch the vehicle and flee on foot. Mr. Palmer came back onto northbound Ogeechee Road and began to drive on the wrong side of the roadway up the hill crest at Stiles Avenue. Mr. Palmer then began to throw things out of the driver side window of the patrol car as he fled. Cpl. Williams got into the pursuit around Stiles Avenue and began to call the chase. Mr. Palmer was driving very dangerously in complete disregard for his safety and all concerned. I knew that Mr. Palmer had threatened a police officer with a gun before stealing his patrol car and was still armed. Being in fear for my life, the other officers involved and the public at large I felt I needed to stop this pursuit as safely but as quickly as possible. As I pursued Mr. Palmer north on Ogeechee Road, I pulled my department issued rifle from the passenger side floorboard and chambered a round. I placed the rifle up on the dashboard and turned on the red dot site. We passed by Hopkins Street on Ogeechee Road and I observed Mr. Palmer stuck what appeared to be his right arm out the window pointing the gun in my direction and threatening me with it. Mr. Palmer then pulled his arm back into the window. Mr. Palmer then stuck his arm back out the window and began waving the gun again while pointing it at me. At that moment, I saw the faces of my family go through my head. I felt that I was in mortal danger and everyone involved around me was in mortal danger from Mr. Palmer as well. Knowing the area I was in, I knew that I would not be able to engage Mr. Palmer without risking the bullet over penetrating the vehicle and possibly striking a pedestrian or some other traffic. As we came up to Anderson Street, I knew this intersection would provide the best area to engage him. I knew this because he only had the choice to go left or right at the three-way intersection and I knew there was a big brick building in front of him to provide any cover if the bullet went through the vehicle. I then looked through the red dot scope and aimed at the driver side of the rear window. I fired one round through my windshield which hit the right-side rear glass of the vehicle. I immediately could not hear anything but a constant ringing in my ear from the concussion of the rifle inside the vehicle. Mr. Palmer ran the stop sign and turned right onto Anderson Street. I notified Rincon dispatch that shots had been fired and heard them acknowledge me. Mr. Palmer continued east on Anderson Street and turned left onto Bull Street. Mr. Palmer traveled north on Bull Street at turned right onto Park Avenue. Mr. Palmer continued on Park Avenue and swerved between two vehicles, almost striking them both. Mr. Palmer then turned left onto Drayton Street and began traveling at a high rate of speed. Mr. Palmer came up to two vehicles, one traveling in the left lane and one city bus traveling in the right lane. The vehicle attempted to pull over at which time Mr. Palmer swerved between both vehicles, side swiping the city bus. Mr. Palmer then fled the scene of the crash and continued north on Drayton Street. Mr. Palmer turned right onto Huntington Street and ran the stop sign as he made a left turn onto Price Street. Mr. Palmer then made a right onto Gaston Street and ran the stop sign turning left onto Broad Street. Mr. Palmer then turned right onto Liberty Street and began fleeing east. Mr. Palmer continued east on Liberty Street where it turned into Wheaton Street. Mr. Palmer began driving on the wrong side of the roadway as he approached Waters Avenue. Mr. Palmer ran through the red light at Waters Avenue and continued east at a high rate of speed. Mr. Palmer continued east where Wheaton Street turns into Skidaway Road. Mr. Palmer continued on Skidaway Road until Victory Drive. Mr. Palmer attempted to make a right turn onto Victory Drive at a high rate of speed. Mr. Palmer made a wide right turn onto the wrong side of the roadway. Mr. Palmer then crashed head on into an SUV and continued to flee. Mr. Palmer began fleeing westbound in the eastbound lanes. Mr. Palmer drove up onto the curb and over the grass to avoid hitting another vehicle head on. Mr. Palmer then swerved again to avoid hitting a third vehicle and crossed over the median to the westbound lanes, striking a street sign in the process. Mr. Palmer destroyed his right front tire which I watched roll across the roadway near the Truman Street overpass. Mr. Palmer then began to lose control of the vehicle. Mr. Palmer attempted to regain control of the vehicle and made a wide left turn and crashed into another vehicle in the right lane on Victory Drive under the Truman Street overpass. Mr. Palmer continued to flee west on Victory Drive. I could see the right front tire was off the vehicle and that the vehicle was kicking up a lot of debris. Mr. Palmer continued fleeing while traveling all over the roadway and even striking the curb on the left at least once. At one point, Mr. Palmer was in the roadway, and I was coming up behind him where I could see the driver side. Mr. Palmer then stuck his arm out the window again and began waving the gun around again and began threatening me with it. I continued to be in fear for my life during this entire ordeal. I let the unit behind me know that Mr. Palmer was waving the gun out of the window again. It appeared to me that it may be necessary to again use force against Mr. Palmer if he continued to threaten me and everyone concerned with his weapon. We approached the intersection of Victory Drive and Bee Road. Mr. Palmer attempted to make a left turn onto Bee Road. Due to the passenger side front tire being gone, Mr. Palmer made a wide left turn. Mr. Palmer hit the curb and continued in motion before crashing into a concrete sign. As I made the left turn, my rifle slid to the passenger seat, and I did not want to attempt to try and pull it out because it appeared to be stuck on something. I pulled parallel to Mr. Palmer's vehicle and got out with my department issued Glock Model 45 drawn to protect myself. I was also concerned that the public and other officers were in danger. I pointed my gun at Mr. Palmer and gave him verbal commands to show me his hands. I could see Mr. Palmer was holding a black phone in his right hand with the screen facing out. Mr. Palmer began to wave the phone around at me in the same manner he waved the gun out the window while threatening me. Mr. Palmer was also yelling something inaudible. As Mr. Palmer was waving the phone around, I saw him bring his left hand up to his torso area. I could see that he was holding a black handgun in his left hand. I ordered Mr. Palmer to drop the gun at which time he began to turn his body towards me. Mr. Palmer did not drop the gun and continued to turn and point the gun at me. At that time I was fearful that Mr. Palmer was going to kill me or severely injure me. I then fired my gun at Mr. Palmer several times, striking him. I remember as the rounds struck Mr. Palmer, he began to flail around but did not drop the gun. Mr. Palmer finally did drop the gun out of the vehicle and fell out on top of it with his stomach covering the gun. Cpl. Williams began to approach Mr. Palmer at which time I told him that Mr. Palmer still had the gun under his body. I could see two Troopers to the right of Cpl. Williams. The Trooper closest to Cpl. Williams had his rifle drawn and the other Trooper had his handgun drawn. I told Cpl. Williams that I had already shot Mr. Palmer and that I would cover Mr. Palmer while Cpl. Williams took him into custody. Cpl. Williams and I found the gun under the left side of Mr. Palmer's torso. Cpl. Williams grabbed the gun and threw it away from us towards the patrol car driver door. Cpl. Williams then took Mr. Palmer into custody. Troopers on scene began to render first aid to Mr. Palmer while I holstered my gun and walked away towards my patrol car.

For one, you want to be relaxed as an officer in order not to escalate things. Two, he absolutely should've had a backup unit already there, especially when he tried to question him the second time. My agency would've sent 2 officers no matter. Ducking in the bushes there without a backup though was a HUGE no-no. Never turn your back on someone like that unless you have backup onscene.

Very, very suspicious. Has stolen written all over the Chevy. Clear ignition electrical damage, backed into a spot, removed license plates etc. If it's your truck the last thing you do is start ripping out wiring in a random parking lot just because "the key don't start it", you take it to a shop.

Palmer was never a very bright boy in his teen years. Always in trouble over something dumb like shoplifting from the check out counter at a CVS or stealing a bike off someone's porch while the homeowner is mowing the front yard, etc. Almost two decades in prison is really the best place for him.

1:20 From the moment this police officer opened the door and had his back to the suspect is so dangerous that the suspect could've pulled out a firearm and shot him in the back. Remember, the officer has not checked the suspect's bag for any weapons at this point, and as he turns around 1:34, the suspect is still rummaging in his bag. 9:21 And what do you know, the suspect pulls out a gun during the altercation. This officer is very lucky to not get shot, and if he doesn't learn from this incident, he probably will one day.

@metarugia3981 Yeah, best I can say is that somehow he got some training. He did have enough to have the ability to eject the magazine from the guys gun, probably saving his own life at that point. Hence, the reason the suspect taunted him as he was leaving in his patrol vehicle!! (Yeah go home to your girlfriend buddy!! You got lucky today!!) AND HE DID!!

It amazes me there are so many professionals sitting at home criticizing this officer. Perhaps they could come and assist giving him extra training since they know so much. Watching from my hometown of Savannah, GA.

When people note things that, in hindsight and time to think, might have been done different it is not kicking the involved officer's dog. It's so everyone can pick up on things to look for. At least for me. The availability of these videos can be a great training tool, actually. See something that might have been safer handled differently and point it out and some other officer might take a look at something they didn't realize they were doing. I'm not a cop. But, I did spend about twenty years as a firefighter and EMT. All the dangers, without any way to defend yourself, helps with situational awareness. I note something that makes me uncomfortable, I point it out. Maybe someone didn't note it, that it might help one day. I'm sorry that it seems like the officer in a video is being insulted when stuff gets pointed out.

As jittery as the suspect was in the initial encounter in the hotel parking lot, I would have requested another officer while speaking to the hotel clerk. The first officer gave the guy benefit of the doubt, sure he's angry about the whole situation but the signs were there that he could easily be mentally unstable. In my experience, the signs of at least past meth use were there. Recovered addict or not, you could tell that man loves meth. From my time working gas stations in Phoenix, AZ, to my time doing blue collar work with felons... You can just tell.

Most new units have a reverse type kill switch that lets them remain in idle for radios/lights and such, but when the switch is active and the transmission shifted into a gear the engine is cut off. Cops never use it half the time and the other half of them dont even know they have it.

The officer didn’t do the right thing in the beginning. This dude was on meth or crack holding his backpack like a pipe. He didn’t secure the scene at all, letting him skateboard around. Then, he left his door open. Remember, kids, drugs are bad.

@johnbize5736 I can't believe that with all the technology there is that the vehicle doesn't lock automatically when the officer steps away, and the dispatch doesn't send a message out when a stolen vehicle pings. The second I saw how far that truck was backed into the bushes, and the officer was back there I got bad feelings. And I couldn't understand Mr jittery at all. Plus his talking as the officer went into the hotel. On the other hand, the parking lot was empty, what was she so worried about?

@@wendy833 I think you answered some of your own questions. As for the technology, I agree, there is a lot that could be done. We've already seen a lot of cop cars that mute the siren when they take it out of gear. As far as what the desk clerk was so worried about, I think the empty parking lot was a clue. Just her alone with a meth head had to be very scary. Not to mention the issues with skateboarding in parking lot.

A better one would be use the key fob as it was intended and don’t leave it in your car. That officer should be penalized if their car is stolen as it means the officer was being negligent. They probably have a pocket in their plethora of pockets on their uniforms to hold a push to start key fob….

When my parents moved to Savanah in the early 50's, they had a home on Victory drive. My father was an officer in the Strategic Air Command later known as the USAF. Back then, it was a posh community of stately homes and considered the place to live in Savanah. Sadly it's been a bad neighborhood since the 70's and is run down and dilapidated.

The new Explorers my department got allows us to take the key out but the vehicle keeps running. If someone gets in, they can’t gearshift without entering the key. It’s perfect! But I still lock my doors anyways out of habit.

State police buddy showed me that special switch in his explorer one day helping him load test his battery. He blamed it on the switch acting up but I think he forgets to turn it off sometimes lol. Makes perfect sense now that u mention having to restart cams and electronics…. Thanks 👍🏼
