It's a feature in the game that makes it realistic. Some cars in real life detect a certain time of night/day and automatically turn on the headlights. That's what that is.

@Jeff I notice you are not using the new "stop the ped" mod by bejolojo. It makes it SOOO much easier to stop them and you can even frisk them. He also released speed radar lite w no fps drop, also no fighting w scroll lock each time.
