You're talking about the original by NIN, this is a cover made for GTA SA, probably because R* couldn't get the rights to the original, but it was also cut from Radio X and is only featured as a bonus and promo track on GTA SA OST.

yep was cut either due to licensing issues or due to the fact that this song was recorded in 2004 and the game takes place in 1992 so it'd make no sense at all
