What is the section called where he is standing at 0:20 ? Is that a public and walkable area in front of the Tomb ? If you walk up the steps you will be right by the Tomb. Not sure if the public is normally allowed to walk in that section, but I was curious. And how does an individual or group request to lay a wreath ? Is there an office or department to contact for this scheduling?
