Tell me why the UAE has a residency visa for everyone

I have called Amer center and they said that Green Visa is not available !??? Also, Green Visa link is not working properly. Please advise when this will be available???

True PR is even if you loos a job you can stay , you can purchase property same as citizen etc and until you commit a crime you can't be deported like in Canada/ Australia/ NZ

For Green visa does one need to be employed by UAE company or a job with can a overseas based company is good enough and one can move to UAE as a Nomad
