I'm not a contractor or anything but improving drainage might improve the dampness. Adding several layers of stones might help. My parents had a similar problem. They dug away from the foundation and added stones. Something similar to what you're saying. It did work

I love blackberries. I have them all over m brother and I’s 80 acres. I didn’t plant any of them. I love blackberries so much that I even decorated my kitchen with them didn’t realize they would be somewhat hard to find for decorations. I remember my aunt Ellie would make blackberry cobbler over a campfire while camp inf out, so delicious. But I love them straight from the vine too or in smoothies.

I was going to.suggest a French Drain. We recently had to build a water diversion. We had a contractor dig down a few feet and put big rocks down to help carry the water away from the house.
