13:44 So the main reason you couldn’t sit on the Qing capital to tick out the war is your wargoals had the "return lands" CB on Korean lands. If you had taken the transfer subject CB, I am fairly certain you would have gained ticking from sitting on Qing's capital since the wargoal target should either be capital of the overlord or subject if I recall. Then you would've just needed to wait to annex Korea. Edit* To my knowledge and recollection, the wargoals that require the occupation of a capital specifically are: War Reps, Transfer Subject, Enforce Trade Rights, Humiliate, and Revoke Claims. Return State and Conquer State both require the targeted state to be occupied. Annexation has the wargoal on the capital, too, but I am not certain if you only need to take the capital or get full occupation.

There’s a way to honorable restore almost year 1, but in MP it may be difficult, as it involved a revolution. Basically, and this is rng, check that the head of the landowners had a different personality from the shogun, if he does remove the shogunate from power. Check your generals, and delete the traditionalist general. Then, exile the head of the landowners and hope you get your reformer general. If you do, move the landowners and the intelligentsia into power and instantly try and pass homesteading. Make sure you delete all units except the ones in Kansai before the revolution and kill the revolution. In MP, it may be smarter to simply delete most and ensure you have a GP supporter. Afterwards, start passing every law that removes landowner power and try to get voting, the. It’s just a mattter of suppressing landowners, keeping them out of power and waiting for your shogun to die/gettinf 50 legitimacy some other way (like lowering taxes/changing laws) and you’ve restored the emperor.

I pulled off a good Japan game a few months ago. I modernized the military right away and got professional army. I became best friends with China, Joseon, and Britain, conquered the Philippines, Dutch East India, made most of the rest of Indonesia/Indochina vassals, and somehow got Australia from England to join a war with Prussia, and also most of South America vassalized; Chile was bloodless and the rest fell like dominoes. I spent most of the game with 20-40 government legitimacy since I put in the industrialists and refused to let anyone else in power.
