I know Shinjuku is a bustling place and I can regard there as a vibrant city. Yesterday I went shopping nearby my house, there were so many people and they are hectic with buying something each of them wanted. I thought It was like madhouse there.

A shopping mall near a station is vibrant these days. During coronavirus pandemic, there were few people and they closed the mall earlier than usual. But more and more people have gone back to regular life and the shopping mall is vibrant now.

NY was very vibrant for me ! I visited there in 2017 when I was doing working holiday in Canada. Since I lived in calm and quiet small island in the west side, I was worried that NY might be very hectic place for me. However in fact, I loved it ! ! Nice people, beautiful buildings, park, market... there are many characteristic aspects and full of energy !

I heard this expression "madhouse" when I was in America for a short stay program of my school. One day, lots of lots of children were storming in and out of my homestay family's house for the whole day playing videogames, running around the house shouting at each other because that day fell on the family's son's birthday. Like 40 children were totally out of cotrol. Then, homestay mom refered to it as a madhouse. I will never ever forget this expression. lol

Meat Festival in Tokyo is vibrant every year. Komazawa park is bustling when the festival is held. Nearest station, Komazawa station is hectic. But we didn't hold the festival this year because of the corona,so the festival area in the park didn't make a madhouse.
