The reason Dead Rising had a cartoony design originally was because its first versions were for the OG Xbox. A common thing in the 6th gen period was "if you can't do realism, make it stylised". This was to avoid anything distracting in the visuals. Some good examples of "stylised" are Hitman 2 and Contracts, Timesplitters, and MGS2 and 3.

6:55 one of the very first cutscenes where frank meets the security room group, otis can be seen welding the door shut, it was always weird to me that he didnt use one of those masks but seeing this now, i guess they forgot to animate him holding it and just left it out.

7:31 Both of those rocks say "とけ”　Which by itself does not mean clock or melt, Melt is = 溶ける　（とける） clock　＝　時計　（とけい） Very close, unless if at 7:31 it is supposed to be an い that would spell out とけい as in clock but not as in the verb "to melt" Source: 14 years Japanese language experience, teaching IRL
