There's actually a canonical reason for this. The higher tier voices sound more garbled because it ranges how biomechanically modified they are. The charger sounds more garbled because they require more modification (I'm assuming because they need to wear the giant amounts of armor combined with their gun) and grunts are canonically the least modified.

@lilwerner1518 Zombine Ordinals are exactly the same, although I'd wager that normal unmodified people wouldn't be so heavily mutilated by Headcrabs. The inflammation is probably a side-effect of all the implants.

You're right! Also if we remove the armor plates from him his uniform will looks like hl2 soldier! (when I first looked at them myself in game, I was very surprised and now the charger is my favorite combine unit)

Seems to me like they just had the voice actors for each combine soldier type record all the exact same lines. Or perhaps they're all part of Echo Four and the grunts just don't get a special designation like the others do.
