I think as players who inhabit the Master Chief...we often forget how others can sometimes barley comprehend him as human better yet anything more than a machine made for war. They ARE humans and I think it's easy to forget how little credit Spartans are given for their humanity. John 117 fell in love with an AI. You NEED humanity for that

Wwwell. The Spartan program's point was, really, to strip them of their humanity and make them into the coldest, most effective killing machines possible. People forget that Halsey started the program BEFORE First Contact with the Covenant. The Spartan II's were children abducted from Colonies who were then tortured, brainwashed and often killed - and the eventual goal was to send them home to kill people from the colonies who didn't like the UNSC. (The Kilo-5 Trilogy actually features a story about an ordinary-ass dude who's daughter was taken for the Spartan Program and it radicalised him, like he became a REALLY high level insurrectionist because he knew the UNSC took his kid and did - something.) The reason in-universe people don't see Spartans like people is cuz Spartans aren't supposed to be people - and the fact that some of them have held onto their humanity is damn impressive. As for Chief and Cortana... it's kinda sad, really? He's the biggest hero of all of humanity and the only person he can truly call a friend is Cortana - who is essentially gone, now.

Take a look at how much trouble the Rebel Alliance gave the Galactic Empire. Now double that, because the UNSC is in fact a competent stable military that is NOT run by a psychopathic "etherial energy field" directed decrepid old man with power boner issues, and then spread them out across enough space and time to make it so that traveling between worlds can take weeks if your lucky. That was the Insurrection. In effect; the UNSC had no other option but to create something like the Spartans. All standard military resources had proven more or less ineffective. They needed a surgical, high lethality force to hit priority targets fast, hard and efficently, then vanish, leaving the Innies disorganized and easier to mop up.

One thing I noticed that you forgot to put in is that the armor's iconic energy shielding didn't appear until the Mark V iteration, though some Spartans used Mark IV armor sporting prototypes of the energy shields, namely Halo Wars' Red Team. Until the Mark V's introduction, the only shields Spartans had were the shield gauntlets stolen off dead Jackals.

There were also non spartan testing on the MJOLNIR armor. Which resulted in severe physical injuries and fatal accidents. This has concluded to be tested only on the Spartans. The Spartans are the only ones strong enough to handle the armor. When the armor was given to Chief and others. It was a gamble and wasn't certain if they were capable of using them. Or if the armor itself was actually viable.

Canon states he held back. He could have easily killed Locke, but he didn't want too, since Locke was A) a fellow UNSC member and just following his orders and B) a viable asset that Chief didn't see a reason to waste by removing from the playing field. Among other things, the Chief is a pragmatic tactical thinker. Hence why he went for the armor stun instead. He waited for Locke to give him an opening, then went full in on it.

If Halsey truly thought Spartans and human augments were the future why didn’t she augment herself or her daughter? Also when MK.4 armor was created; I would’ve incorporated the power system of the MK.4 and placed it in the MK.3 and made the suit fully pressurized creating the MK3B. Cheaper and more accessible I would’ve had a 12 man team on any ship patrolling the systems in the path of the covenant.

Unknown number of Spartan-Is, most likely only a few dozen or so. 300 planned Spartan-IIs reduced to 150 actual candidates approached, of which many weren't recruited, died, or washed out, resulting in only a few dozen actives by the time they graduated. Nearly a thousand Spartan-IIIs, but the vast majority were killed in their respective first missions since they were typically deployed on suicide missions. Unknown number of Spartan-IVs, but likely hundreds to require a ship like the Infinity to be their home base. All in all, I'd estimate 1.5 thousand total across all generations and maybe 1-200 actives by the end of Halo 5.
