My wife and I really like the old Quarter in Hanoi. We spent 14 days in and around Hanoi, including Ha Long Bay and Ninh Binh. So much to do, and see, museums, gardens, train street, beer street, water puppets. Hoa Lo Prison previously known as The Hanoi Hilton, also the womens Prisons, markets, walk around the entire lake. Of course don't forget the final resting place of Ho Chi Minh at the Mausoleum. It looks a lot more crowded than it was in late 2019 when we visited.

Stuff is cheaper than in Seattle by far. But, one still has to spend money on air travel, hotels, eating out and other splurge-y things to get there and stay there. So, I am reckoning that it all ends up being about the same costs, maybe?
