What is the difference between supplementary grant and excess grant?

When the appropriation act for a particular service founds to be insufficient. See here the Govt has given the fund which is founded insufficient and more of now is required.. then the govt grants supplement money over it. But in case of excess grant.. the govt has given the Sufficient fund but the money has spent was in excess. Here the funds found to be insufficient because of excessive usage.. hence the difference!! 🤷🏻‍♀️
