Not for an emotionally unavailable man like Harvey. Him admitting this was finally a sign of letting someone in and being different. When such an Alpha male as Harvey shows some vulnerability it just attracts the woman more and signals real seriousness about them since in every other situation he is macho to the core. I also feel this is the reason he kept his feelings for Donna buried because an intimate relationship posed the risk of the ending of the friendship if the relationship doesn't work out.
