Many men don’t want to commit to a woman they know are in love with them but also don’t want them knowing that they’re involved with anyone else because they love knowing that they are wanted and loved by that person! Donna understood Harvey, Paula didn't or else she would not have gotten involved with Harvey and later tried to manipulate him with an ultimatum. When Donna and Harvey slept together and then he wanted her to come with him to the Firm, she wanted to try a relationship with him as she told Rachel but she said she knew he wasn't ready and if she would have pushed him they would not have worked. That's why Harvey later told Mike that out of everyone Donna gets him.
