No, this is an entry level window, Harvey Classic is a midrange window. It has more interior color options and hardware choices

How well does the top shelf stay up when the bottom window is open-especially after a few years?

Hi Christina, the springs, that hold the top sash up are well made, so you should not have any problems with the top sash staying up for at least 20 years
