This is the overall message I got from it. The key line in the song is (English translation) if you would have asked us respectfully we would have happily gave the water, but the fact the government tried to use bully boy tactics when you’re already oppressing the people of Punjab by attempting to take away it’s resources, not freeing Sikh prisoners who have already served their sentences. Half knowledge is always bad . Watch : "The final Assault" documentary on youtube. It is the greatest documentary on how Punjab river water is being stolen since 1947 for free. There is no state in the world that gives it resources for free but in punjabs case, central govt took control of all dams, rivers in 1947. According to Indian constitution and international riparian law, the water belongs to the state where it is flowing through. Punjab is becoming desert while more then 75 percent of its water is going to other states for free. But centre forcefully made the project and robbed the water that is unconstitutional . Even world bank refuse to give funds for this project because they said it is just wastage of water and will destroy punjab This song just targetted at bad politics of central / state govt over the years .

Ripperian theory or right means that the right to use the water belongs to the land boundry in which water flows naturally. Consider the decisions, 1. The Narmada Water Dispute Tribunal ruled that as no part of the Narmada River passes through Rajasthan, it is a non-Riparian state and therefore is not entitled to use water from the Narmada River. 2. When the new state of Madras was formed from Andhra, not a single drop of water was given to Madras State from Tungabhadra project, Tungabhadra project was distributed only in Andhra and Mysore state according to Ripperian principles, no share was given to Madras State. Then why such discrimination against Punjab ?? Roughly, about 3,683 crore liters of river water per minute is flowing freely to non-Riparian states from Punjab through unconstitutional agreements.
