Actually, no, it's supposed to be a scary song, it's not a bad interpretation of the people who did the lyrics translation. It's basically about a dystopic society, in which the Committee of Happiness and Peace of Mind is like a group that repeatedly reinforces the idea that you must be happy and not to worry, as brainwash, and if you fail to oblige to that, you will be condemned to death, being up to you to choose how you'll be killed. That's why Miku looks almost maniacal at times there.
