Mewtwo doesn't just react because it recognizes where it was made. It's because Amber 2 was made there as well. For those in the comments who don't know what I'm talking about, there's a part of Pokemon the First Movie that wasn't released with the movie itself. A short bit that was turned into a prequel short in the special features of another Pokemon movie, where we see a younger Mewtwo telepathically interacting with the clone of Mr. Fugi's daughter, Amber, along with clones of Bulbasaur, Charmander and Squirtle. In fact, if you go down from Mewtwo's pod in the Let's Go games, you'll see 4 more, matching the exact same number as the clones featured in the short.

Funny thing. My Mew was only level 60 when it fought with Mewtwo, I had it used Calm mind about three times while Mewtwo kept using Amnesia. I had Mew used Shadow Ball and it one hit KO Mewtwo due to a very lucky critical hit. XD
