I'm Dutch and I can confirm. Childrens shows here teach English to kids from when they first start watching TV. We used to also not dub anything that was for teens and we still don't dub shit for adults. English is also taught from elementary. The Dutch use a lot of English in regular conversations aswell. Many between the ages 14-30 speak English half of the time with their Dutch friends.

Funnily enough, I think I’m a rare case where studying Kanji isn’t too bad for me, but that could also be because of the way my studying program has set it up.
