I'm a retired police officer. The officer need not do any "due diligence". His proper response would have been to tell the complainant that the street preacher was doing nothing wrong, he would not speak with him and if they continued to harass him they would be arrested.

I'm a Sheriff's Deputy. I literally just took a yearly training on this exact situation last month. I would caution other LEOs against acting on the behalf of one side of a civil disagreement. He doesn't need to ask you to leave on their behalf, nor should he for his own safety liability wise. I'd have just said "He is in a public place. If you want privacy, you would need to rent a private space to restrict access. If you asked him to leave and he declined that request, then there's your answer." Then I would explain that to you as well, thank both of you for continuing to be civil, and then I'd leave. "My rights don't end where your feelings begin" is one of my favorite sayings.
