Get a polishing pad with a backing plate as well as a cordless drill and some clear plastic polish. Works even better if you wet sand it with 800, 1000, then 2000 grit sandpaper as well as wiping off the headlights after each stage of sanding. After all of that. Spray it twice with headlight coating from meguiars and it will last up to a year without fogging or oxidizing!
