if you have no board solemn vigil is 5 mana draw 2 cards silvermoon portal is a 6 mana summon a 3/3 and a random 2 drop at worst

"Random 2 drop" is, basically, a 2/2, I'd say. So 6 mana 5/5, which is fine enough. Can be 6 mana 4/4, if you get unlucky. A 4/4 is worth around 3 mana~ish. Drawing 2 cards is also worth around 3 mana~ish. So generally, Portal is the more solid card for arena, I'd say. Solemn Vigil could have been the correct pick for this arena, though, as he lacked big guys, already 20+ cards in.
