No, but there are some instances where both would make sense. For example: I did NOT LAMENT receiving my final divorce decree; on the contrary, I was so happy, I wanted to LAMINATE it, frame it, and put it on my wall as a souvenir. And on the day I FINALLY received it in the mail, all I wanted to do was go out that night and celebrate. Unfortunately for me, that day I'd so looked forward to turned out to be the 11th of September, 2001.
