So do they still have to pay taxes to the county? YES THEY DO. Therefore the county needs to get off its greedy butt. This is a glitch in the rules to keep from providing services to people. If they have to pay just like everyone else then the county they reside in should be equally responsible. Not take their tax money and provide no services.

A private road is private property. The county cannot spend public funds on private property because that is illegal Yes the road is a driveway which is cheaper to build than a county road. For it be a County Road, the developer would have had to spent a lot more money building it for the subdivision. A County can be used by any member of the public and access cannot be restricted ie no gates.
