It is the attraction to power. Powerless, hopeless people often try to attach themselves to power, subconsciously thinking that power will protect them. It very most often won’t but that is what is going on here. And everyone should be shocked this proportion of the population feels powerless.

It's 2 months since your comment and it looks like hundreds of amazing lawyers and human rights orgs are already loading up the cases to tie everything up in the courts until a normal person gets in.
