Idea for the permit office: Find the least compliant hermit or someone to just annoy as the permit office and hire (or force him as the permit office) doc to build a targeted cannon (hypersonic arrow, firework, tnt, the choice is yours) at whatever shop(s)/hermit(s) you picked out and have the cannon(s) triggered from the permit office. For triggering you could expand behind the shopboard and have triggers there. Talking about the shopboard I think it'd make sense to have labels on the sign on how the shop is doing instead of just lights as it's not just a binary state the shops can be in and it might make your managerial role easier (unless you want to pull a grian)

Seems like the permit office could use a mail box. Other ideas: after a violation, permit holders have to go through mandatory training/rehabilitation programs.
