The large grian head is probably under the phantom in the Halloween district, because phantoms can only spawn in nightime but, they cant live in day and the large phantom is the tallest thing in the district now. I don't think it could be under the tag hq because the first part to me makes 0 sense for that building even though the second part kinda works.

The answers to the riddles is mumbo’s base and the tag tower. Mumbo’s base because it’s spherical and filled with red stone. Also mumbo is the biggest spoon. The tag tower because people hate being tagged witch maces people fear it making it a tower of fright. And tango found the head there in a live stream to prove that.
