From what I can remember, Edward could only read people's thoughts within a few miles depending on how familiar he was with the person. He was in another country in this scene, so he could basically hear only what Jacob tells him and he might not have even bothered to read Jacob even if he could since Rosalie already told him about Alice's vision before he called so he just jumped into conclusion and took it as a confirmation without being critical about it just like what happened with Romeo and Juliet which the movie referenced at the beginning.

Jacob is so chivalrous and genuinely protective of Bella. He knows that a Vampire is here, and a Cullen to boot, and he can't protect Bella on the Cullen's side of the boundary line, but he comes back to make sure Bella is safe anyways, treaty be damned and even though Bella says its the Cullens. That's how much he loves her. But he still respects Bella's choice to go, even though he feels, with every fiber of his being, its dangerous and he wants to protect Bella by getting her out of harm's way. Unlike Edward. And then, when he starts to kiss her, the Quileute words he whispers to her are "Stay with me forever." And then that STUPID Edward had to go and ruin their moment. Also....Edward can supposedly read Jacob's thoughts...Jacob is WITH BELLA in this moment, and he's about to kiss Bella....so HOW does Edward not see that? Especially since, unlike the other times Jacob has tried to kiss Bella and she has not wanted to kiss him back...this time, her body language says she DOES want the kiss and Edward had to ruin it.

Just recently revisited the book, it’s a distance thing. Can’t read minds more than a couple miles out and even then, only ones he’s more familiar with when it’s far.
