In the book, they weren't originally wolves. They are spirit warriors. They leave their bodies as spirits and attack enemies through winds and storms. One incident happened that one of the leader's spirit was stuck away from its body due to betrayal, and since animals can sense them, a wolf kept following the leader's spirit until the spirit decided to inhabit the wolf. Werewolves is not the right term, as stated by Aro, they are rightfully called shape-shifters, since it could have been a bear or panther or snake that could've been inhabited.
