Do they give you the yardages of those targets before the start of the stage or are you required to range them on your own?

You have to first find them and then range them and engage

Stage 3 was painful to RO, the wind was BRUTAL on Sunday. If I remember correctly, I think I read 10 to 36 mph variable and from about 8 to 2 variable.
