If the principals all fail to satisfy the performance requirements set by the state, then consider offering an opportunity for improvement. Each principal must submit an executable improvement plan. HISD board then must review these plans with comments. In the finalized plan, both sides must agree and sign. If the principal fails to deliver the set result, s/he can be fired immediately. But the biggest challenge is if the students’ performance can save their principal’s job by passing the growth exams.

Most large areas like Houston have failing schools due to the lack of investment in the community of the schools and prep that started with students even before PK and Kindergarten with home based practices...start early and often be consistent and this can be corrected with community help, nothing is gained by firing staff...
