To clear up your comments about Charlie, Bison has nothing to do with his return, it's heavily hinted that Gill is responsible. Also he looks the way he does because of skin grafting a common medical procedure for wounds and second degree burns so Charlie is very much human.

Whatever manga it was, it wasn't canon. And as you said, she has Guile to back her up, and it would be way easier for her to reach Guile than trying to look all over the world to find Ryu. Plus, what would even make her think that Ryu would be interested in helping her when the only info about Ryu in the world of SF is him defeating Sagat?
