According to the sponsor of SB 1429, State Senator Mike Bell, the legislation would allow homeowners to continue renting out a property even if an HOA changes neighborhood rules after the property was purchased.

Rep Bob Freeman (D) says you signed the contract, you agreed to the rules. You know, the rules that say they can change the rules at any time through resolutions, rules, regulations, amendments etc...... Don't buy in an HOA. The rules do change often at the whim of strong personalities who often are very charismatic and crafty people who love to play Model UN in their neighborhood, building alliances, conducting PSYOP operations and pretending to be a big wig. I have watched the HOA industry become more and more emboldened over the years. People do not understand them. A better name for Homeowners Associations would be Real Estate Industry Governed Zone (REIGZ). The neighbors elected to the board are now driving the bus that is not designed to protect your personal interests. So even if you like them, eventually they will infringe on your rights in ways that you did not predict or understand when you bought your home. The "purple house" retort is not a valid excuse for HOAs as they function now. How many purple houses are there? Buy a home in a nice non-HOA neighborhood, with home values that are high, and you will not likely see a chevy can up on blocks in the front yard. Buy in an HOA and you will have a neighbor ringing your door bell interrogating you about the contents of your garage or some other such personal detail that is really none of their business.

Buying in an HOA is an unwise decision. Don't agree? Replace home with car. Would you do the same with your much less expensive car that you will likely only keep a few years? No, right? So why with a home where you will live and raise your family and own for years and years. HOA's are the only institution carefully crafted to be above the law. As a homeowner you have no power at all. None.
