The reason Per died of a hard attack is because there is a monthly check if you have the national spirit for the mobile command centre. While in transit it tricks the game into thinking the bus is destroyed and thus kills your leader. The way around this is to just send the volunteers at the beginning of the month so the monthly check doesn’t fire while you’re in transit.
