Having unemployment beyond the threshold of your country gives you rather massive welfare costs. At 9:24 you can see in the Economic Preview, that your unemployment threshold is 8% and the unemployment is 26%. The probably best way to deal with unemployment is building offices. They create considerably more jobs than factories and dockyards, on top of adding more to your GDP, i.e. earning you money. A potential quick band-aid is to just increase the conscription, since that gets many umemployed into the military in very short time... but that makes you military costs go up, which eats up some (but usually not all) of the money you no longer have to pay for welfare. Dropping welfare and health care can also be a good choice, since it not only saves money, but also decreases you monthly population growth... but if you're in need of manpower, population growth is exactly what you want, so it's a double-edged sword.

Have you tried Millennium Dawn as Singapore? It's an interesting potential playstyle. Because trade deals = passive income, it can be very diplomacy focused. They also get a lot of bonuses to foreign investments (faster, cheaper, more profitable etc).
