Not sure what municipality this is in... but in mine right on the permit it states the city is not liable for deficiencies even if their inspector signs off on the work. I personally had a case in my muncipality where I pulled the permit for a client. Was exterior work for a roofed deck attached to a house and a large deck attached to a stampped concrete pool surround. Permit was approved. First inspection I had the inspector put a stop work on the job. Even though the city approved the permit there was an issue with a bylaw about how high the deck attached to the stamped concrete pool surround. The ground sloped away from the inground pool to the back property line. Height of the stamped concrete and deck wad above the top of the rear fence. Client had a closed permit on for the pool work done the year prior. My inspector not only stopped my permit, but got the old pool permit reopened and force the home owner to rip out the pool and stamped concrete patio to sink it lower into the ground. Client cancelled the work that was started on my permit (we ate the cost) so they could afford to redo the pool work. City would not accept any liability.

a lot of these old homes have no water control for the basement. it's major work to correct it. it was not designed to be living space. It was designed to go below the frost line and hold up the house. And then people mess with it. OH boy!

Actually, the homeowners should get an attorney and talk to the city attorney.the city is liable if the permited job exposed the foundation and it was visible by the city.so, the title company could be saying the city should pay

He mentioned mentioned a likely Tri-Plex. I'm guessing that's why there's no more internal basement stairs. They were removed when they divided up the space and each floor was a unit. Basement, ground, and second. Then the "renovation" came and redid some things and hid the problems for sale.

Title insurance in America is not the same as in Canada. In America, home warranty is offered. Most people that deal with them, me included are not happy with it. It is expensive and lasts only as long as you pay.

I'm not understanding the love affair with forced hot air and the massive space loss in small homes. There's a new technology called radiant/hydronic heating that can be plumbed with PEX(r) or similar. I've been doing this since befor Holmes on Homes was even around. I was questioning that too. Even if it were concrete, isn't keeping it moist a bad thing? Doesn't it need to "breath" as well. Wish Mike would be honest with rewards to the basement apartments and tell the truth, which would be the tv network is unwilling to pay the time and money for the changes to allow for the basement apartment. It could also be that the homeowners dont want to pay the extra money and time to make these changes now that i think about it. Also could be zoning issues too. Especially with the basement gutted already, would be the perfect time to do the changes.

More likely zoning. I work for the State. An additional space would not be considered a dwelling without a 6 ft cubic refrigerator and full-size range. You can have a wet bar, a full bath, but not a full-size fridge and range.
