In this video, I learned that the water control room and its access passageway should not be placed on the same level as the water channel that is about to be filled

It can be, you just have to channel out the last tile for the water inlet from the level above

Oh the stories DF can produce. Loving the new Steam version. My current run, I have 40-odd war dogs, and have been constantly training one group of dwarves to only wear gauntlets. The captain has been here from the beginning and has good teaching and *biting* abilities. They have all become very good wrestlers, punchers/kickers/biters. They all have at least 3 war dogs assigned to them. We moved *right next to* some goblin fortresses on purpose. When they come, the dogs go at them en-masse, one or two will die before my wrestlers run over, wrestle down the goblins, who are subsequently torn apart by dogs and dwarves who fight like dogs.

You can dig into water on a diagonal to slow the flow a bit (for those who are not aware, this also depressurizes water and stops it from going up levels too). having a door on your path to the water control room would have been a good idea too, just be aware that doors can get blocked open if stone gets washed into them. I tend to go a bit overkill in situations like this and do a diagonal, then a stairs up to a water control room. Another little trick that could have saved your wall builder, is to build two walls, then suspend one. this forces the dwarf to build it on the side you want them to build it on. honestly though I probability wouldn't have thought to do this in your situation till it was too late though.
