The highway code was changed some last year early to mid 2023, pedestrians have right of way when crossing the road and it's an offence to not give way to a pedestrian who decides to cross the road.

A horn is to make other road users and pedestrians aware of your presence. The officer used it correctly.

i thought that but when he said they updated the highway code i was interested. he claiming he had right of way. i mean if he is in the drive way to the entereance of a car park does it still count? I am not beliving or disbeliving, just interested in the legislation. -edit- after unpausing i see he wasnt in the driveway he was on the side of pavement, so not obstructing. however beeping the horn could be justified as alerting you he was there and was entering. He didnt have to wait because he wasnt blocking. so i think the officer was right. but someone could argue differently?

According to the Highway Code, you should only use your horn when your car is moving and when you need to warn other road users of your presence. In keeping with the law, motorists mustn't use their horn aggressively because it is not a device to draw attention of other road users without reasonable intention

I got my license in 1996 (in Hungary), and as far as I know it was always like that, if there is a pedestrian walkway parallel to the road, if a junction comes up, and there is no crossing in a comfortable distance, visible , you can extend the pedestrian walk to connect to the other side, and pedestrians always had right of way I'm pretty sure this rule is/was same all over the world, I don't think they changed it "last year" maybe they just re-phrased it in UK for more clear law

FYI. The Highway Code never says one road user has right of way over another. Although it advices that one should give way to another in certain circumstances. Strictly speaking. It was not very nice of you to call the officer a muppet simply for him sounding his horn to warn you of his presence, as the Highway Code and Road Craft suggests.

Please be careful around prisons, prison officers do have the powers of arrest, same powers as the old bill,but only on prison property. Some jobsworth in a uniform will try and exercise their powers like that one day.so keep one eye on them

So abit of education because I know you like to educate people in your videos. Yes your right cars have to give way on uncontrolled junctions but when people are crossing not just standing just blocking the road 😂😂 and 2 a horn is not for emergencies it's to warn others of the vehicle's approach or presence 🤷🏻‍♂️🤦🏻‍♂️😂 as maybe your a driving licence holder I think after taking a theory test you probably should know that.

even though its not illigal to record prison staff number plates, i kind of feel it would make sense if it was. or at least they shouldnt be so easily visible from the public. because when it comes to prison guards, who might upset inmates, they are at risk of being targetted from the outside.

So when they travel down the road, anyone could be there writing the number plate down. At the end of the day if someone wants information, there loads of ways to getting it. As for doing harm to them, why would anyone do that? Maybe perhaps because they treat the prisoners badly? Trat people properly, you get treated properly back. A real novel idea that.
