You're right. The actress that played Mary wasn't ugly. That said, from the portraits I've seen of Mary, she wasn't ugly. What I read was that the ravages of a difficult life had taken a toll on her. She had suffered a lot because of Anne Boleyn, her parent's divorce and her father's rejection of her. She was, also, in constant fear of death. Poor Mary. She had formerly been the apple of her father's eye.

Unfortunately because of the personality of the tudor dynasty the country could never fufil that potential since there were so many rebellions stopping any true pusb for dominance (granted alot of these were under the rule of henry 8 but elizabeth had her share) Not to mention the religious upheaval of henry making the country protestant, then mary reversing it and then elizabeth playing a reverse card again. By the end no one was sure what religion was going to be official causing high levels of public strife. Then you also have to remember that by Elizabeth's time england was full of poverty and starvation meaning production would have been low as well as support for a costly series of wars Its because the navy wouldnt be able to operate fully that we hired privateers to raid anything not flying the english flag In short, we could have been a one of the strongest but had so many domestic issues it wouldnt be feesable until a couple monarchs later when we began to really profit from our colonies
