In JL, he was not a king yet. In Aquaman, we see his journey to becoming a true king. So it does make sense for Aquaman to take place after JL.

Guys this takes place after JL because in JL Aquaman isn't king yet we see this and In the Aquaman man movie Mera says to Arthur you were part of the team that stopped Stephen Wolf. In JL we see him go back to Atlantis after being away from it because when batman tells Arthur that he need to see the Aquaman because he thinks a threat is coming Arthur plays it off then when Batman says those 3 boxes can you tell me about Atlantis then Arthur gets serious because Atlantis is suppress to be hidden from all humans. So then Arthur goes back to Atlantis to check on the mother box and see Mera for the first time for a while.

In the Aquaman movie Mera brings up the fact that Aquaman helped defeat Steppenwolf which implies that this does take place after the Justice League movie. And they kind of do the same thing that Marvel did with Spider-Man and Black Panther, they were introduced in Civil War and then after that had their own solo films. They're doing the same thing with Aquaman and maybe The Flash and Cyborg sometime in the future
