Not all 7 inch vinyl records are 45's. Some are 33 1/3 RPM like the big LP's. Some Seeburg Jukeboxes like this "1968 LS2 Gem" came standard with the Auto Speed Unit which allowed both records to be played. Some Seeburg models had the Auto Speed as an optional purchase. This video shows you how the Seeburg Jukebox Mechanism knows which "hole size" record is being played and the switch that activates the auto-speed unit.
I am not a Seeburg Mechanic nor Expert. If you are troubleshooting your Seeburg, there is a very good section of the manual explaining the Auto Speed Unit. The manual explains how to use a Seeburg Strobe Disk to adjust the Auto Speed Unit if necessary. Since you don't have a strobe disk, you can download a paper copy jpg from the Seeburg Yahoo group and adhere the paper strobe disc to an old 45.
Sidebar note: Some 7" vinyl records with small holes are 45 RPM not 33 1/3. Enlarging the hole to 45 size is called "dinking" which works but reduces the $ value if you choose to sell the record (and most jukebox played 7" records are worth squat anyway).
